HealthCare.gov Asked for Documents? What to Send and By When
Updated October 13, 2026 · By the Arte Insurance team · 5-minute read
If something on your Marketplace (ObamaCare) application doesn’t match government records, HealthCare.gov sends you a notice asking for documents. This is called a “data matching issue” or “inconsistency.” It means the Marketplace needs documents to confirm what you reported, and it’s usually fixable. But you must answer by the deadline in your notice, or you could lose your savings or your coverage. Here’s what to send, how and by when.
1. Find your notice and your deadline
Your eligibility notice says whether you need to send documents, for whom and by what date. You can find it online in your HealthCare.gov account, and you may also get it by mail. Typical deadlines:
| What needs confirming | Time to send documents |
|---|---|
| Household income and most other information | 90 days |
| Citizenship or immigration status | 95 days |
| A loss of coverage that let you enroll with a Special Enrollment Period | 30 days |
Always go by the date in your own notice, and send your documents as soon as you can.
2. Which documents to send
| Issue | Documents you can send (examples) |
|---|---|
| Household income | Your most recent federal or state tax return (Form 1040, with Schedule 1 if you filed one), W-2s or 1099s, recent pay stubs, a Social Security benefits letter, an unemployment benefits letter. Self-employed: Schedule C, a recent profit and loss statement or a self-employment ledger. |
| Immigration status | Green card (I-551), Employment Authorization Card (I-766), Arrival/Departure Record (I-94), Notice of Action (I-797), foreign passport, reentry permit (I-327), refugee travel document (I-571), or an Office of Refugee Resettlement certification, among others. |
| Citizenship | U.S. passport, or a Certificate of Naturalization or Citizenship. Or two documents: for example, a U.S. birth certificate plus a photo ID. |
| Social Security number | Social Security card, tax return, W-2 or 1099, or a pay stub showing your full name and number. |
For income, the documents must show a yearly amount close to what you put on your application. If you changed jobs, send recent pay stubs from the new job instead of last year’s tax return. If you don’t have any of these income documents, HealthCare.gov has a written explanation form you can send instead.
3. How to send them
Upload (fastest): log in to HealthCare.gov and upload a scan or a clear photo of each document. Files must be .pdf, .jpg, .jpeg, .png, .gif, .tiff, .bmp or .xml, be under 10 MB, and have no special characters in the file name, like a colon, semicolon or asterisk.
By mail: send photocopies only, never originals. Include the bar code page from the end of your notice (or your printed name and application ID) and mail them to:
Health Insurance Marketplace, Attn: Supporting Documentation, 465 Industrial Blvd., London, KY 40750-0001
The Marketplace doesn’t accept documents by email or fax.
4. After you send them
You’ll get a notice with the result. If more than a month goes by without news, call the Marketplace Call Center at 1-800-318-2596 to check that your documents arrived. If they did, don’t send the same documents again. And if your income or household has changed since you applied, report the change right away.
5. What if you miss the deadline
You’ll get warning notices and a reminder call first. If the issue still isn’t resolved:
- Income: the Marketplace uses the information it has, so your tax credit could go down or stop.
- Citizenship or immigration status: you could lose your Marketplace coverage.
Send your documents even if the deadline has passed. You may still qualify again.
